Richard Owens, a department store manager shot during a robbery in 1996 at his workplace that made headlines at the time, is still fighting to have his claims recognized. These include claims for teeth crushed by the gun butt, a claim denied by the Board who call his damaged teeth a pre-existing condition, and a refusal to pay for psychological counselling despite his diagnosed post-traumatic stress.
